TAYLOR COUNTY—On Monday a local business set on helping individuals with their accounting needs celebrated a milestone anniversary.
For three decades, the friendly folks at 4-W Financial Services, Inc. have been working to assist residents at tax time and beyond, and recently celebrated their 30th Anniversary in business.
“December 27 marked a momentous occasion for us,” said owner John Whitescarver. “We have been fortunate to have served the residents of Taylor County and the surrounding area for 30 years, and we look forward to many, many more.”
Whitescarver shared that he began the business working out of his home while working as a full-time teacher.
“I had been working out of the house for two or three years on a limited scale, seeing clients in the evenings and by appointment only,” he explained. “Then, I decided to officially start up the business, and did so a week before my father passed away. I continued to see individuals in the evenings, and just built up my clientele throughout the years, and here we are, still going strong.”
Throughout the three-decades long span, Whitescarver has undergone trainings and certifications, making him a sound choice for accounting needs.
“I am what you call an Enrolled Agent, which means I can practice representation before the Internal Revenue Service (IRS) anywhere in the country,” he noted. “I have held that certification since 1995, almost 26 years at this point.”
To become an Enrolled Agent, Whitescarver had to first pass upwards of 14 hours of testing, and then undergo re-certification in-service every year to continue to be able to operate as such.
Whitescarver reported that he belongs to two separate professional associations including the National Association of Enrolled Agents, which holds licensure with the IRS and the West Virginia Public Accountants Association, where he has been a member for 25 years.
“I am also a graduate of the National Tax Practice Institute of the NAEA,” he shared. “At one time, I was the only person in West Virginia who had done so. I’m not sure if any other accountants have done so at this point.”
4-W Financial Services serves hundreds of clients, offering tax preparation and representation, along with other various services.
“We are able to handle all kinds of tax returns,” Whitescarver voiced. “We are able to navigate the tax laws that are made.”
He said that while the laws govern how the business operates, he strives to provide outstanding service to everyone he assists.
“We have to work within the purview of tax law, but at the same time, you try to help people out as much as possible,” Whitescarver disclosed. “Tax laws are not always black and white, there is a lot of gray area there, and they can be interpreted in various ways. So, I try my best to help my clients out as much as possible.”
4-W is certainly a family affair, as Whitescarver handles all the tax prep needs, while his wife, Lee serves as the office manager and his daughter carries out ancillary work.
“I think over the years we have helped a lot of people, or we hope we have, because that is part of why I enjoy doing what I do,” Whitescarver expressed. “A lot of my clients have become really good friends.”

“During tax season, I generally work three shifts a day; morning, afternoon and evening, and a lot of times, I go seven days a week,” Whitescarver explained. “Then, in the offseason, it’s by appointment, but if somebody comes here and needs to see me, there’s very short wait.”
